I understand how you feel conflicted... Dogs and cats have had a love hate relationship since the beginning of time. However this is an issue with the dog not being under control. It's not like your kitty went into the dogs yard thats a different scenerio. These people need to find an a different way to contain their dog. By reporting them it will be on record, and hopefully the issue will be taken seriously and addressed. Have you spoken to the dogs owners???
