Spaying some would work too. Let vet students do it. Require all vet schools to donate xxx time towards management of the wild horses.
I would love to know where they are having trouble with the wild horses... We don't have that many that they are an issue. They are a huge selling point for my boss' subdivision, everyone wants to live with wild horses in their backyard, that is why we offer them food and water. It keeps them around and it's so hard for them to find food and water out here in the desert.
