Not sure who issues them, but if the fireworks are 'shot into the air' permits HAVE to be obtained in advance! This is a (I believe a state law) but it mandates that those shooting off fireworks 'into the air' have the expertise and proper safety conditions'...so if they are shooting them it isn't 'just a noise or illegal fireworks' it is doing so without the proper permit. Many times these permits have to be gotten months in advance, and if memory serves correct, they are expensive.
Check with your local sheriff or state police about this, but if the fireworks are actually going that far into the air, they are under the 'permit only' type and illegal for an individual to have/shoot.
Sorry your Rocky has to be sedated, if you are near me, you are welcome to bring him here for the wk end...Monty would love the company!
Only other thing I can suggest would be to get a REALLY BIG BOOM BOX and play John Phillip Souza marches ALL WEEK END at the top of the volume, aimed AT the neighbors!! No, not really but at least it is patroitic music and has a great beat!!
